The first 20 have been already posted on a thread in this bulletin board forum; If I Were President .

1: PUBLIC EXECUTIONS (pref. by GUILLOTINE) for all corrupt officials (including ex-presidents)
2: PUBLIC CASTRATION for rapists/child molesters/paedophiles
3: PUBLIC CANING for pickpockets/snatchers
4: Forced VASECTOMIES/LIGATIONS for parents who breed too many children only to be used in begging syndicates; likewise, as per papaboar2’s suggestion, any parent who denies a child a right to go to school should be considered criminally liable.
5: Enforcement of science- and mathematics-related subjects in today’s curricula (from K-12 onwards) along with NON-SECTARIAN values education (kids oughta be taught that corrupt people are bad and you can NEVER get away with it no matter how highly-placed your poppa is or how much you bribe a law enforcer)
6: Less red tape for new start-up companies to operate in this country
7: Improvements in infrastructure (particularly IT-related…cheaper broadband is a good start)
8: Less censorship and more government support of the arts (particularly cinema and TV – subsidies are a good place to start)
9: True land reform, subsidization of farmers for their produce to increase productivity.
10: Encouragement of eco-tourism and biofuel-powered public transport; tax credits for companies importing hybrid vehicles into the country.
11: Luxury taxes should be imposed on SUVs while owners of motorscooters and bicycles should be given tax credits.  In a similar vein, heavier luxury taxes should be imposed on all imported cigarettes and liquor consumed in this country.
12: Strict laws BANNING the importation and operation of bus units more than two years old
13: Gradual abolition of the jeepney as a mode of public transport – most jeepney drivers are spoiled brats who use their lack of education to justify their repeated disregard of common-sense road safety.  However, electric-powered jeeps can be allowed to operate in Central Business Districts not only for accessiblity but also for the tourist business.
14: Digital video cameras on most major road intersections to assist police in their crash investigations
15: Recruitment of more non-Catholics into our police forces…now there’s no way they can make Sundays and holidays as an excuse for not turning up when needed most
16: Tax credits should be given to land developers who set up “greenbelts” full of trees – where smog-choked urbanites can enjoy nature’s bounty without having to leave the city – instead of malls that contribute to the worsening traffic situation
17: People caught throwing their refuse on esteros and other public waterways shall be DUNKED repeatedly for an hour or two on the water they have befouled with their own shit
18: All those involved in illegal logging shall be TIED to the trees they have threatened to cut down, smothered with honey, then dusted with a fine coating of FIRE ANTS
19: Outright SCRAPPING of the DUMBASS “Lina Law” giving undue protection to squatters
20: Total overhaul of our sports programs, reinstitution of government-sponsored sport academies which will provide scholarships to poor but athetically gifted youth, removal of political appointees and replacing them with veteran sportspeople, emphasis on sport that are not only ideal to our geography and physiogonomy (i.e., swimming and soccer) but are well-represented internationally (forget about boxing and those Mob fronts a.k.a. “international boxing organizations”)                                                                                                  21:  Legalization of DIVORCE in the Philippines…but with fool-proof measures to prevent abuse.  Valid grounds and reasonable alimony rates should be established.  We have to remember that even if our Church here keeps on harping onto each and every Filipino couple that “to death till us part”,  human nature decrees that people’s lifestyle and viewpoints change over time.             22: Legalization (i.e. regulation) of prostitution, in the sense that sex workers should be provided with easy and inexpensive access to medical/health facilities as well as transitional psychological/social counselling to educate them to better job opportunities and dealing with the oft-judgmental eyes of “the real world”.  Prostitutes should be able to contribute to society by paying taxes like the rest of the workforce.
